The answer is usually yes. In most areas of England and Wales, taxis and private hire operate under a three-part licensing system. This system helps protect passengers and ensures clear accountability between the driver, the vehicle, and the operator. The Three Types of Taxi and Private Hire Licences

Outside London, your local licensing authority (usually your council) requires separate licences for:

  1. The driver
  2. The vehicle
  3. The operator (private hire only)

1. Taxi Driver Licence (Driver Licence)

Anyone who wants to drive a hackney carriage taxi or private hire vehicle must hold a valid taxi driver licence issued by their local authority. There are different types of driver licences:

  • Dual driver (allows you to drive both hackney carriage and private hire vehicles)

3. Operator Licence (Private Hire Only)

The operator is responsible for:

  • Accepting bookings
  • Keeping records
  • Dispatching licensed drivers and vehicles

Private hire drivers cannot accept street hails. Only a hackney carriage taxi can pick up passengers from a rank or the street.
